Ongoing coverage of South Carolina's recovery from the flooding of 2015.What had been Lindsay Langdale's Columbia home October 3, 2015 was a flooded ruin the next day.This coverage is made possible by a grant from the Corporation for Public Broadcasting. In October of 2015, South Carolina received rainfall in unprecedented amounts over just a few days time. By the time the rain began to slacken, the National Weather Service reported that the event had dumped more than two feet of water on the state. The U.S. Geological Survey reported that the subsequent flooding was the worst in 75 years.

The South Carolina Disaster Recovery Office (SCDRO) mobile intake centers accept individual applications for housing recovery related to the October 2015 storm. The mobile offices serve three counties a day for one week. Intake Centers alternate locations each week to reach citizens around the state more effectively.

Mobile intake centers are set up in the following counties or combined county areas: Bamberg, Berkeley, Calhoun, Clarendon, Charleston, Darlington-Florence, Dorchester, Georgetown, Greenville-Spartanburg, Horry, Kershaw-Lee, Marion, Newberry-Fairfield-Greenwood, and Orangeburg. Each mobile office will be open from 10:00 a.m. to 4:00 p.m. Monday through Wednesday.

SCDRO also operates two permanent intake centers located at 318 E. Main Street in Kingstree and 725 Broad Street in Sumter. The permanent intake centers are open Monday through Wednesday from 8:30 a.m. to 7:00 p.m.

Citizens may make appointments for intake services at any office by contacting their case manager or contacting SCDRO directly. Residents may contact SCDRO by calling 1-844-330-1199 or visiting the SCDRO website at www.scstormrecovery.com.

The South Carolina Disaster Recovery Office (SCDRO) is now helping residents recover from two major natural disasters. In the above picture, Gov. Haley is helping pack supply boxes for victims of Hurricane Matthew and now, residents impacted by the October 2015 flood can submit applications for housing recovery.  SCDRO has opened two permanent intake centers. In Williamsburg County residents can go to 318 E. Main Street in Kingstree and  in Sumter County, flood victims can go to 725 Broad Street in Sumter. Beth Parks, Public Information Director for the state’s disaster recovery office, said locations were strategically chosen.

Intake centers are open Monday through Friday from 8:30 a.m. to 7:00 p.m. and Saturday from 9:00 a.m. to 1:30 p.m.

July 2016: Williamsburg County residents attended a public outreach meeting held by SCDRO to learn about the state's recovery program.

According to a press release, SCDRO intends to repair or replace approximately 1,500 homes affected by the October 2015 Storm. The program is designed to assist Low to Moderate income households and serve South Carolina’s most vulnerable population. The highest priority will be given to households with documented damage and homeowners who are 65 years old or older, persons with documented disabilities, or households with children five years old or younger. The program focuses on the repair or replacement of homes for the most at-risk citizens that do not have the resources to repair or rebuild their homes.

For Residents Not in Sumter and Williamsburg Counties

More About the State's Flood Recovery Program

SCDRO will provide eligible citizens with safe, sanitary and secure homes. Any previous funds for home repair received such as homeowner’s insurance, FEMA or local charities, will be subtracted from the total. Households served by this program are required to accept a three year forgivable lien.

Citizens applying for assistance should prepare by collecting the correct documents before visiting the intake center. Finding the required documents can be difficult after a devastating event. The SCDRO has a list of acceptable documents on their website.

The program does not apply to residents of Richland and Lexington County or the City of Columbia, as these jurisdictions received separate grant money.  The 22 counties served by the program include Bamberg, Berkeley, Calhoun, Charleston, Clarendon, Colleton, Darlington, Dorchester, Fairfield, Florence, Georgetown, Greenville, Greenwood, Horry, Kershaw, Lee, Marion, Newberry, Orangeburg, Spartanburg, Sumter, and Williamsburg counties.
